While the child did not initially disclose physical abuse, the testimony of the other resident and the damning evidence from the home security system quickly changed the course of the investigation.

Investigators with the state’s Division of Child Protection and Permanency secured the video footage and promptly alerted the Monmouth County Prosecutor’s Office on November 20th. Fuscarino himself acknowledged “an episode of physical contact” to a resource worker, but offered no specific details.
