ICE arrests Azerbaijani national with multiple criminal convictions, including animal cruelty, arson

A man with a history of violent crime, originally from Azerbaijan, is now in U.S. Immigration and Customs Enforcement custody. Rafael Vladimirovi Sarkisyan was apprehended by ICE agents in Los Angeles on November 25th, and faces deportation as legal proceedings unfold.

Sarkisyan’s criminal record paints a disturbing picture. He has been convicted of cruelty to animals, a charge that speaks to a disregard for life, as well as causing a structure fire and illegally manufacturing controlled substances. These offenses demonstrate a pattern of dangerous and reckless behavior.

Details surrounding his initial entry into the United States remain unclear. Authorities have not yet released information regarding when or where Sarkisyan first arrived in the country, leaving a gap in understanding his time within the nation’s borders.

The U.S. Department of State currently advises heightened caution for Americans traveling to Azerbaijan. A travel advisory issued earlier this year cites ongoing terrorist threats, warning that attacks could occur with little to no warning and target a wide range of public locations.

These potential targets include popular tourist destinations, transportation hubs, markets, government buildings, hotels, restaurants, places of worship, and even schools and public events. The advisory underscores a real and present danger for those visiting the region.

Further complicating the situation are lingering dangers in the Nagorno-Karabakh region. Following armed conflicts in 2023, the area and surrounding territories remain heavily contaminated with landmines, posing a significant risk to anyone entering those zones.

Recently, a U.S.-brokered peace accord received praise for its role in ending decades of conflict in the South Caucasus. The agreement, facilitated during the previous administration, aimed to bring stability to a region long plagued by war and hostility.
