Two days after the attack, Garcia-Morales was found at a homeless encampment. His explanation, when apprehended, was chilling: he reportedly believed the bus represented “the devil or his enemy.”

In 2023 alone, he faced arrest for burglary and attempted burglary, only to have the charges dismissed or significantly reduced. A burglary arrest in July resulted in no prosecution, and a subsequent arrest for false information and attempted burglary led to a mere 30-day jail sentence and a small fine.

The 2006 convictions for weapon possession and theft had resulted in a 330-day jail sentence, but the more recent leniency raised serious questions. Authorities suspect Garcia-Morales was involved in other incidents of objects being thrown at vehicles and law enforcement officers throughout the previous year.

He now faces charges of aggravated assault, endangering the welfare of a child, and criminal mischief. The gravity of the situation is underscored by the devastating impact on a young girl and the fear instilled in an entire community.

The case has ignited a debate surrounding sanctuary policies, as Garcia-Morales’s lengthy criminal history did not result in his deportation. Despite his record, he remained free within the state, ultimately leading to this horrific act.
